State Accountability

Performance and accountability reporting has been a part of the Pennsylvania State System of Higher Education (PASSHE) since 2000.

The current System Accountability Program (SAP) provides a means to identify PASSHE universities that demonstrate success and continued improvement in key areas related to student achievement, university excellence, and operational efficiency.

The continuing purpose of the SAP is to assess the overall performance of each university and the System as a whole; focus evaluation on achievement and improvement; serve as a portion of the university president’s annual evaluation; and demonstrate accountability for effective and efficient use of resources to students, the Governor, the General Assembly, and the citizens of Pennsylvania.

2012-2013

As the Pennsylvania State System of Higher Education (PASSHE) and the universities transform teaching and learning, secure resources, engage their communities and regions, and provide leadership for the future, the Performance Funding Program is designed to measure the outcomes of these efforts in the success of our students, comprehensive access to opportunity, and stewardship of our resources and the Commonwealth’s communities and regions.

To achieve the principles within the three themes of Success, Access and Stewardship; ESU committed to ten performance indicators - five mandated by PASSHE and five selected from optional measures.

2011-2012

In 2010 PASSHE has embarked on a new strategic vision which has four primary drivers identified to shape the future direction of the universities and the system.

  1. Transforming students and the learning environment
  2. Transforming the resources
  3. Transforming university-community relations
  4. Transforming PASSHE's role in determining the Commonwealth's future

In an effort to meet this new vision, PASSHE created a Conceptual Framework document outlining revised accountability measures scheduled to take effect in the 2012-2013 fiscal year.

ESU has formed a Performance Measures Selection Committee to select five optional measures associated within this revision.

2010-2011

The 2010-2011 System Accountability Plan is a transition year between the previous plan and the new plan to be implemented in 2012-2013. There are two main components that comprise the 2010-2011 System Accountability Report that together provide quantitative, qualitative and strategic performance measurement. During the transition from the former System Accountability Program to the new framework, the current accountability measures, SAP Accountability Matrix, have been reduced to seven primary measures which provide direct, objective evidence of University performance.

2002-2010

The System Accountability Report from 2002 to 2010 were comprised of three components providing quantitative, qualitative and strategic performance measurement.

  1. The Accountability Matrix included 17 accountability measures and their corresponding sub-measures. Quantitative System Performance Targets were identified for each measure establishing specific expectations for improvement.
  2. The Narrative Assessment Statement (NAS) was focused on performance results that were observable but not easily quantified. Universities reported accomplishments in five broad categories, each containing multiple reporting areas. These areas are Academic Quality, Student Achievement/Success, High-Need Academic Programs, Economic Development Activities, and Resource Development and Utilization.
  3. The University Performance Plan (UPP) included university-specific strategies and initiatives designed to achieve the 16 PASSHE Strategic Plan Goals.
